China attaches great importance to the development of biodegradable plastics industry and has introduced a series of supporting policies. These policies not only provide financial support and tax incentives for the research and development and production of biodegradable plastics, but also promote the formation and improvement of the relevant industrial chain.
During the two sessions, Wang Jiangping, a member of the CPPCC National Committee and former vice minister of the Ministry of Industry and Information Technology, said that the development of biodegradable plastics is an important way to achieve sustainable development and environmental protection goals. In recent years, the development of China's biodegradable plastics industry has achieved good results, the total production capacity of the industry has reached 1.96 million tons, the output of about 400,000 tons in 2024, and the total output value of raw materials and products is about 13 billion yuan.
"China's biodegradable plastics industry has opened up the whole industrial chain of raw material monomer preparation, resin synthesis, resin modification and composite, downstream application, with independent intellectual property rights of key technologies and processes, the technical level has been equivalent to the international advanced level, and some products have formed a long-term stable supply relationship in the catering industry and supermarkets." Wang Jiangping also pointed out that the road ahead of the industry is not a smooth road, but also faces multiple challenges:
First, market demand is less than expected, and the risk of overcapacity is increasing;
Second, the implementation of the "plastic ban" policy needs to be strengthened, and the current amount of biodegradable plastics is less than 10% of the total plastic, and the promotion progress is not as expected;
Third, the research on the standardization of degradable plastics is relatively late, the standard system is not perfect, the product standards and degradation performance testing standards of the biodegradable plastics industry are not perfect, and the product quality on the market is uneven;
Fourth, the recycling system is not perfect, biodegradable plastics can be composted disposal, but at present, it is not classified with traditional plastics, and most of them still use traditional incineration and landfill treatment, and the material characteristics are difficult to play.
"2025 is the year of the realization of all kinds of plastic ban targets (phased targets) in China." Wang Jiangping suggested that relevant departments strengthen the implementation of the "Opinions on Further Strengthening the Control of Plastic Pollution" to effectively promote the control of the source of plastic pollution.
Wang Jiangping suggested that market supervision and management departments should continue to promote the construction of biodegradable plastics standards system, guide the national Technical Committee for Standardization of biological substrates and degradable products to develop and improve the evaluation methods of biological substrates and products, product standards, technical standards, degradation performance testing standards, identification and labeling systems, etc., and participate in or lead the development of international standards. Promote mutual recognition and convergence of domestic and foreign standards, and lead the high-quality development of the industry through the standard system. In particular, it is necessary to revise and improve the definition and classification standards of degradable plastics, and clearly require that products that cannot be completely degraded into water, carbon dioxide, etc., shall not be labeled "degradable", and promote the development of industry norms.
Wang Jiangping also suggested that development and reform, science and technology, finance, ecological environment, taxation and other departments strengthen policy support. Support key research and development projects of biodegradable plastics through national science and technology major projects, national key research and development plans and other channels; Increase government procurement support, and promote governments at all levels and large state-owned units to centrally purchase and take the lead in using biodegradable plastic products; The biodegradable plastics industry will be included in the national greenhouse gas voluntary emission reduction trading market, and explore carbon trading.
Recycling and processing of single-use plastic products not only helps to solve the problem of environmental pollution, but also helps to promote the healthy development of the biodegradable plastic industry. Wang Jiangping suggested that the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs and other departments strengthen the promotion and application of products and recycling. Demonstration application projects will be carried out in key industries and key regions to accelerate the promotion and application of biodegradable materials in agriculture, forestry, animal husbandry and fishery, consumer goods, packaging, automotive supplies, building materials and other fields; Build efficient and convenient recycling channels for biodegradable plastic products, increase the proportion of chemical recycling and recycling, and dispose of products that are not easy to recycle through municipal organic waste composting, reducing the proportion of incineration and landfill treatment.
