Mr. Di Weijie, deputy director of the Department of Ecology and Environment of Hainan Province, introduced the revision of the "Hainan Special Economic Zone Prohibition of disposable non-degradable plastic products".

Di Weijie, member of the Party Group and Deputy Director of the Department of Ecological Environment of Hainan Province:

Dear friends from the press, hello! The "plastic ban" work is a landmark project in the construction of the national ecological civilization pilot zone in our province, and one of the leading projects in the construction of Hainan free Trade Port. On December 1, 2020, our province promulgated and implemented the "Regulations on Prohibiting Disposable non-degradable Plastic Products in Hainan Special Economic Zone" (hereinafter referred to as the "Regulations"). In the past four years, our province's "plastic ban" work has been in the forefront of the country in terms of mechanism innovation, industrial development and supporting the rule of law, and has been praised by relevant national ministries and commissions for many times.

In order to solve the problems existing in the daily supervision and law enforcement of the "plastic ban" work in our province and ensure that the "plastic ban" work in the province has reached a new level, on September 27, 2024, The 13th meeting of the Standing Committee of the Seventh Provincial People's Congress deliberated and adopted the Decision of the Standing Committee of the Hainan Provincial People's Congress on amending the Provisions on Prohibiting Disposable Non-degradable Plastic Products in the Hainan Special Economic Zone (hereinafter referred to as the "Decision"), which will come into force on December 1, 2024. The "Decision" has modified and improved some of the provisions, closely linked to the current "plastic ban" work in the province, adhered to the problem-oriented, further compacted the regulatory responsibilities of government departments and the main responsibilities of disposable plastic products manufacturers and operators, and improved the relevant provisions in combination with the "plastic ban" work supervision and law enforcement practice to make it more targeted and operable. The Decision consists of 13 articles, mainly in the following aspects:

(A) improve the "plastic ban" work supervision and law enforcement framework. First, it is clear that the government organization and coordination, the ecological environment department unified supervision, and all departments and units are responsible for the "plastic ban" working mechanism. In view of the current daily supervision and law enforcement inspection bodies are concentrated in the market supervision and management departments, other departments are not involved enough according to their duties, and the territorial responsibility at the city and county level is not strong, it is stipulated that people's governments at or above the county level should strengthen the leadership of the "plastic ban" work, formulate work plans, and establish a coordination mechanism; The competent department of ecological environment of the people's government at or above the county level shall be responsible for the unified supervision and administration of the "plastic ban"; The provincial people's government development and reform, tourism and culture, agriculture and rural areas, industry and information technology, commerce, finance, education, health, housing and urban and rural construction, transportation, market supervision and management, state-owned assets management, government affairs management, supply and marketing cooperative cooperatives and other relevant departments and units, as well as the postal administration department are responsible for the supervision and management of the "plastic ban" according to their respective responsibilities. The second is to refine the daily supervision responsibilities of various functional departments in various links. In accordance with the five links of production, transportation, sales, storage and use, the daily supervision responsibilities of the relevant functional departments of the municipal, county (district) and autonomous county people's governments in the corresponding links are specified in detail. Third, we will strengthen joint law enforcement at ports and terminals. It provides for the joint law enforcement duties of the transportation, comprehensive administrative law enforcement, public security and other relevant departments of the people's government of the city, county (district) and autonomous county where the port is located on the transport of disposable non-degradable plastic products through the port, and targeted solutions to the current "plastic ban" regulatory law enforcement difficulties. The fourth is to clarify the regulatory responsibilities of e-commerce platforms. In view of the phenomenon of purchasing disposable non-degradable plastic products on e-commerce platforms, it is stipulated that relevant departments of commerce, ecological environment, market supervision and management should establish a regular inspection mechanism, strengthen the supervision and management of e-commerce platforms selling disposable non-degradable plastic products to Hainan, and further strengthen the source import control of disposable non-degradable plastic products.

(2) Encourage the use of alternatives and promote the source reduction of disposable plastic products. In accordance with the relevant policy requirements of the state in terms of resource conservation and ecological environmental protection, combined with the specific situation and actual needs of the construction of the national ecological civilization pilot zone, operators are encouraged to provide fully biodegradable plastic products, paper products, cloth products and other substitutes, guide the public to gradually change the consumption habits of plastic products, and achieve the source reduction of disposable plastic products.

(3) Further improve the relevant "plastic ban" work system. First, support the research and development and promotion of various types of degradable plastics. Relevant state regulations explicitly require government science and technology, ecological environment and other departments to carry out research on the degradation mechanism and impact of different types of degradable plastics, and scientifically assess their environmental safety and controllability. In order to implement national regulations, strengthen technical exchanges, build a research pattern of alternative technologies that are inclusive of innovation, and actively develop and promote environmentally friendly degradable materials, the Decision encourages research on the degradation mechanism and impact of different types of degradable plastics, and promotes the transformation of degradation technology achievements in line with relevant state regulations. The provincial people's government will timely adjust the prohibited list according to the transformation of the results. The second is to expand the scope of "plastic ban" law enforcement. Expand "market, supermarket and other business places" to "market, wholesale markets, shopping malls and supermarkets and other business places" to avoid law enforcement dead corners. Third, we will expand the scope of tax and fee reductions. For substitute production enterprises and plastic products recycling enterprises, the "tax reduction or administrative charges in accordance with relevant regulations" will be amended to "relevant tax reduction and exemption in accordance with relevant regulations", reducing gaps, reflecting the ductility, conducive to relevant industry enterprises to enjoy industrial preferential policies in accordance with the law, and encourage and support industrial development. Fourth, expand the area of credit supervision. The publicity of illegal information is no longer limited to the field of market supervision, but has expanded from the "national enterprise credit information publicity system" to the "credit information sharing platform", while providing for the implementation of public credit classification and classification management, and implementing the relevant requirements of the state on promoting the construction of a new credit-based regulatory mechanism. Fifth, the report can not be real-name. The reward conditions are no longer limited to "real-name reporting", and it is stipulated that as long as "verified", rewards will be given in accordance with relevant regulations to expand the participation of the masses.

(4) Improve the provisions on legal liability. First, the "raw and auxiliary materials" will be included in the scope of confiscation of illegal production acts. For the production of disposable non-degradable plastic products in the prohibited list, the punishment measures have been expanded from "confiscation of illegal production of disposable non-degradable plastic products" to "confiscation of illegal production of disposable non-degradable plastic products and their raw and auxiliary materials", to increase the illegal cost and effectively deter illegal enterprises. The second is the daily management responsibility of the manager of the compacting business site. The new penalty clause for the failure of the site manager to implement the management obligation, resulting in the sale and use of disposable non-degradable plastic products in the prohibited list by a number of business entities in the site, compacts the main responsibility of the site manager. The third is to increase the amount of penalties for operators to use the link. In order to do a good job of connecting with the above law, according to the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, "Anyone who violates the relevant provisions of the State prohibiting the use of disposable non-degradable plastic products shall be fined in accordance with relevant laws and administrative regulations." Increase the penalty limit for operators who illegally use disposable non-degradable plastic products in the prohibited list, and the lower limit of the fine limit for operators is raised from "1,000 yuan" to "10,000 yuan".

In general, this regulation amendment reflects the following three aspects of innovation and expansion:

(1) A supervision, management and law enforcement system with "clear responsibilities and clear links" has been established. In terms of supervision and management, the revision focuses on the industry distribution of the objects of supervision in the production and circulation of plastic products, and further defines the supervision and management departments of production, transportation, sales, storage, use and other links; In terms of law enforcement, in full combination with the current status quo of comprehensive administrative law enforcement reform in our province, the law enforcement departments of various links of illegal acts are detailed and clear, and the overall framework of "plastic ban" work is truly built with the leadership of people's governments at all levels and the participation of multiple departments, which is conducive to the formation of regulatory law enforcement forces.

2. Further improve the coverage and operability of supervision and law enforcement. This revision added provisions such as joint law enforcement at ports and terminals and regular inspection of e-commerce platforms, expanded the scope of credit punishment, optimized the operability of some provisions, further improved the complaint and reporting system, and ensured that there were no dead corners and full coverage of regulatory law enforcement from the level of specific implementation of regulatory law enforcement work.

(3) Further improve the social management system of "ban plastic" work. In view of the relevant provisions added by the management of the business site managers, it is clearly proposed that the management obligations and violations should be undertaken by the managers, and for the first time, the management of the business site managers are included as an important part of the entire "ban plastic" work social management system, and the formation of a "ban plastic" work social atmosphere of "universal participation and everyone's responsibility" is promoted.

"Plastic ban" work is now a brand work in our province, in the fifth year of the comprehensive "plastic ban", the provincial Department of Ecological Environment will give full play to the overall coordination role, comprehensive planning and deployment, tightly grasp the source control, social control and other key links, continue to promote the key industry sites "plastic ban", further improve the market share of alternatives. At the same time, the department will increase the intensity of policy interpretation and publicity training, urge the municipal and county people's governments and functional departments to do a good job of implementation according to the division of responsibilities, and ensure that the provisions of the new regulations are properly landed and effectively implemented.

Answer the press

Reporter for Sansha TV:

Article 25 of the new "Regulations" mentions that those who illegally sell disposable non-degradable plastic products in the prohibited list shall be fined between 30,000 yuan and 200,000 yuan; Where retail vendors sell disposable non-degradable plastic products included in the prohibited list, they shall be fined not more than 1,000 yuan. What is meant by "retail vendors"? In addition, at present, the most reflected problem in the society about the "ban plastic" is that the substitute is expensive and difficult to use, how to solve it? thank you. Di Weijie, member of the Party group and deputy director of the Department of Ecological Environment of Hainan Province: Thank you for the reporter's questions, both questions are very good and very targeted. Let me first answer the first question, the "retail vendors" mentioned in the illegal sales process mainly include two categories: one is the vendors without fixed business premises; The other category is the individual industrial and commercial enterprises with fixed business premises, but not the main business of selling disposable non-degradable plastic products in the prohibited list. For example, individuals who travel on electric vehicles or motorcycles to sell prohibited plastic products, individuals who set up stalls selling a variety of sundry goods including prohibited plastic products, and individual business households who mix and sell prohibited plastic products in small sundry stores are all covered by the "retail vendors" provisions in the regulations. On the operators and consumers have strongly reflected that the alternatives are expensive and difficult to use: since the "plastic ban" work has been carried out, government departments have been focusing on the development of the alternative industry, and have taken many measures to promote the quality and price reduction of alternatives. In terms of price reduction, first, encourage production enterprises to carry out key technological research on biodegradable plastic products, reduce energy consumption and material loss through production process optimization, production equipment technical reform and other ways, while improving production efficiency and reducing production costs; The second is to introduce fully biodegradable raw material projects to form the advantages of coordinated development of upstream and downstream industrial chains and reduce raw material costs; The third is the release of the "Hainan Province on Several measures to accelerate the development of the whole biodegradable material industry (Trial)" and other special supporting preferential policies, since the "ban on plastic", the whole biodegradable material enterprises in the province for expanding investment, technical reform and quality improvement to enjoy financial fund awards of about 71.45 million yuan; The fourth is to actively organize the supply and demand docking activities of full biodegradable plastic products, encourage farmers' markets to concentrate on purchasing full biodegradable plastic bags, promote manufacturers' direct sales, and reduce intermediate links. Taking shopping bags as an example, the current sales price of fully biodegradable plastic bags is about 1.5 times the price of traditional non-degradable plastic bags, which has been significantly reduced compared to 3-4 times in the early stage of the "plastic ban". In terms of quality improvement, first, the research and development of international advanced level biodegradable materials, through the provincial key research and development special to support the "ban plastic" related technology research, support enterprises, colleges and research institutions in-depth cooperation to build industry-university-research consortia, research and exploration of advanced biodegradable materials technology; The second is to increase the frequency of sampling of the quality of biodegradable plastic products inside and outside the province, focusing on the leakage resistance and fracture resistance of the products, and the unqualified products are processed according to relevant laws and regulations. As far as the use level is concerned, the biggest difference between biodegradable plastic products and traditional non-degradable plastic products is that their shelf life is relatively short, such as biodegradable plastic bags only six months to one year shelf life, after the shelf life, the physical properties of the product will rapidly decline. Some operators buy biodegradable plastic bags only to cope with the inspection, the actual frequency of use is low, can not be used up within the shelf life, more than the shelf life of biodegradable plastic bags easy to break, damage, resulting in "biodegradable plastic bags are not good to use" misunderstanding. In fact, within the shelf life, the quality of qualified biodegradable plastic products can meet the needs of use. I believe that with the continuous innovation and research of academia and industry, the biodegradable plastic products with reasonable prices and better quality will certainly make everyone satisfied, thank you!

Live reporter from Hainan:

We know that e-commerce platforms are one of the sources of disposable non-degradable plastic products. May I ask what measures have been taken by the competent department of commerce in the "ban plastic" of the e-commerce platform? What are the next plans and arrangements to implement the "ban plastic" work of e-commerce. thank you.

Li Xuefeng, first-level researcher of E-commerce Department of Commerce Department of Hainan Province:

Thank you for your attention and questions about the "plastic ban" in the e-commerce industry. With the development of Internet technology, more and more people realize the convenience of online ordering and home delivery, and more and more people accept online shopping. In recent years, online shopping has developed rapidly, and the sales of physical goods accounted for the total retail sales of consumer goods in the whole society increased from 18.4% in 2018 to 27.6% in 2023. Therefore, the e-commerce platform is one of the sources of sales of disposable non-degradable plastic products, and setting "gates", setting "rules" and implementing supervision on this channel will play an important role in the "ban plastic" work. At present, the provincial Department of Commerce actively adopts measures such as source control, normal control, social supervision, and atmosphere creation to strengthen the work of "prohibiting plastic" on e-commerce platforms. The specific performance is as follows: First, in terms of institutional mechanisms, the Provincial Department of Commerce formulated and issued the "Several Measures to promote the prohibition of plastic on the e-commerce Platform in Hainan Province", and put forward task requirements from six aspects such as source control. Second, in the source control, the implementation of the e-commerce platform to fulfill the "plastic ban" commitment system, and the major e-commerce platforms signed the "E-commerce platform" plastic ban "commitment"; E-commerce platforms are required to implement commodity category restrictions and place of receipt restrictions on plastic products newly released by merchants. Third, in terms of normal control, the weekly inspection and weekly notification system is implemented, and six major domestic e-commerce platforms such as Taobao, Jingdong, Pin-duo, Douyin, Meituan and Suning Tesco are carried out online inspections every week. At present, a total of 5,872 merchants have been inspected, and 1,051 problem merchants have been found. In total, about 8,500 settled merchants were prevented from selling prohibited plastic products to Hainan, and about 3,200 merchants were "banned from plastic" measures, and about 37,000 disposable non-degradable plastic bags were removed from the shelves. Fourth, in terms of social supervision and atmosphere creation, the provincial Department of Commerce carries out supervision and publicity with the help of media power and mass power.

In October this year, the provincial Department of Commerce led the launch of Hainan Province's "e-commerce platform ban plastic publicity season" activities, e-commerce platform "ban plastic" violation complaint small procedures on the line, in the new Hainan, South China Sea network "ask politics Hainan" and other platforms simultaneously opened the "e-commerce platform ban plastic violation complaint channel", the public to participate in supervision actively, the number of complaints has exceeded 5,000 people. In the next step, the department will link up with the provincial market supervision and other departments to continue to strengthen the supervision of the "ban plastic" work of the e-commerce platform. From strengthening the online inspection notification and interview reminder of the sales of plastic products by the e-commerce platform to the Hainan region, expanding the e-commerce platform "plastic ban" violation complaint channels, creating a good atmosphere for the e-commerce platform "plastic ban", guiding the e-commerce platform to implement the plastic reduction plan, and continue to explore and optimize the new measures of our province's e-commerce "plastic ban" work. Take this opportunity, we hope that the general public and news media friends with us, actively participate in the e-commerce platform "plastic ban" work, consciously resist the purchase of disposable non-degradable plastic products through the e-commerce platform, and jointly make new and greater contributions to the construction of Hainan national ecological civilization pilot zone! South China Sea Network, Southern Metropolis Daily reporter: Port port outside the import prevention is our province "plastic ban" work facing the primary problem. The new regulation has added a new content that requires strengthening the law enforcement of disposable non-degradable plastic products transported through ports. What measures has the transport department taken to strengthen the control of disposable non-degradable plastic products in ports and terminals? thank you.

Zhang Chunyu, Director of Water Transport Department of Hainan Provincial Transportation Department:

Thank you for your concern and questions. Since the beginning of this year, the provincial Department of Transport has led the organization of the provincial Straits Office, the Haikou Municipal Transport Bureau and other relevant departments to carry out joint law enforcement of the regular "ban plastic" transport into the island, and continue to consolidate the effectiveness of the "ban plastic" work by strengthening spot checks, establishing a blacklist system, severe penalties, and strengthening publicity and education. As of October this year, a total of 102 joint law enforcement inspections were carried out, 732 law enforcement inspectors were dispatched, 4,345 vehicles were inspected, 34 vehicles were seized for transporting disposable non-degradable plastic products, and more than 22,000 boxes of disposable non-degradable plastic lunch boxes and tableware were seized, effectively controlling the "entry of disposable non-degradable plastic into the island pass". At the same time, in the south and north coast of the Qiongzhou Strait port passenger station to carry out the "plastic ban" publicity, printed and distributed more than 3,000 copies of publicity brochures, posted more than 700 copies of propaganda posters. Using the LED electronic screen of the new port to continuously play the "plastic ban" policy 24 hours a day, all passenger rolling ships of Qiongzhou Strait Ferry transport have posted "plastic ban" propaganda posters, and vigorously create a social atmosphere that pays attention to "plastic ban" and supports "plastic ban".

"Plastic ban" is a sustained and long-term action, my office will continue to work with relevant cities, counties and departments to do a good job of 24-hour port law enforcement and "plastic ban" publicity work, through strengthening industry supervision, strengthening joint law enforcement, multi-pronged, comprehensive policies to block prohibited plastic products into the island channel.

First, strengthen overall planning and coordination. The provincial Department of Transportation and the Haikou Municipal transportation Department respectively take the lead in organizing relevant functional departments at the provincial and municipal levels to carry out joint supervision and law enforcement work at the port and wharf, coordinate and dispatch law enforcement forces, rationally arrange law enforcement personnel, and ensure the long-term operation of joint supervision and law enforcement work at the port.

The second is to clarify the work process. Centering on the four links of clue summary, on-site inspection, law enforcement investigation, and information feedback of the "plastic ban" joint supervision and law enforcement work at the port and wharf, the division of responsibilities of various departments is further refined, the work process is clear, and the efficiency of supervision and law enforcement is improved.

Third, establish a liaison mechanism. Joint traffic, public security and comprehensive administrative law enforcement departments to establish a 24-hour smooth communication and response mechanism to ensure that illegal transportation cases are promptly and effectively investigated and dealt with.

Fourth, delimit the field inspection area. In Haikou new port, Xiuying Port area, Railway South Port and other key areas, reasonably delimit the field inspection area, ensure the orderly development of the field inspection work, and avoid affecting the port terminal traffic efficiency.

Fifth, strengthen business training and work scheduling. Strengthen the "plastic ban" business training, regularly dispatch the port "plastic ban" work, timely study and solve the pain points of joint supervision and law enforcement work, and constantly improve the level of law enforcement. Ifeng.com reporter:

What are the measures and results of the public security departments in our province in serving the overall situation of the "plastic ban" work? thank you.

Mo Zhengchuan, Deputy Chief of the Tourism, Food, Drug, Environmental Resources Crime Investigation Team of Hainan Provincial Public Security Department:

I would like to thank journalists for their support and attention to public security work. Focus on strengthening support for the "plastic ban" work from the following two aspects. First, insist on opening the way, crack down on infringement and counterfeiting crimes as the entry point to cooperate with the "plastic ban" work, and crack down on the criminal activities of manufacturing and selling fake and shoddy full biodegradable plastic products. Under the background of the obvious enhancement of the law enforcement of "plastic ban" in our province, some lawless elements have turned to the production and sale of fake and shoddy biodegradable plastic products in order to evade supervision and continue to seek illegal interests. The provincial Public Security Department actively planned, dug the criminal chain, organized and guided Haikou and Dongfang Public Security Bureau to successfully detect 2 major criminal cases in the field of plastic, arrested 28 criminal suspects, destroyed 2 production dens outside the province, jointly with the "plastic ban" office and market supervision departments to check 24 warehouses involved, seized 101 counterfeit printing templates, bulk products and raw materials involved in about 5.6 tons. More than 7,000 boxes (bags) of the products involved have been packaged, effectively curbing the spread of illegal manufacturing and selling of fake and shoddy biodegradable plastic products.

The second is to explore innovative measures to strengthen the inspection of the port transport of prohibited plastic products into the island. Give full play to the radiation role of the prevention and control fulcrum of the port public security inspection bayonet, to regulate the behavior of passenger cars and trucks carrying and smuggling prohibited plastic products as the starting point, strengthen the mechanism of "beating, preventing, blocking, urging, and announcing", and weave a dense port "plastic ban" network. Take the initiative to work with transportation and market supervision departments to optimize the port "plastic ban" investigation, control and law enforcement procedures, establish a law enforcement cooperation mechanism with close connection and rapid response, and ensure that the illegal acts found in investigation and control are promptly dealt with according to law. Since the beginning of this year, a total of 31 batches of disposable non-degradable plastic products illegally transported into the island have been seized by the port of our province, and more than 30,000 boxes of disposable non-degradable plastic products have been effectively intercepted into the consumer market in our province. The revised provisions on the Prohibition of disposable non-degradable plastic products in the Hainan Special Economic Zone have added two duties and tasks of the public security organs, mainly to participate in the joint law enforcement mechanism established by the people's government at or above the county level, and to cooperate with the strengthening of law enforcement in the port transportation link. The above work has been carried out by the public security organs and will continue to promote it. In the next step, the provincial Public Security Department will further enhance the sense of urgency and responsibility, strengthen organizational leadership, take the initiative to guide and urge the province's public security organs to crack down on the crime of manufacturing and selling counterfeit products in the field of "plastic ban", punish the duty crimes that hinder the implementation of "plastic ban" work according to law, and work with relevant departments to do a good job in the source control of the island, and jointly promote the construction of the national ecological civilization pilot zone.

International Tourism Island Business Daily reporter:

What measures will the market regulatory authorities take to implement the new Regulations? thank you.

Wang Zongchang, Director of Market Supervision and Administrative Law Enforcement Bureau of Hainan Market Supervision Administration:

Thank you for your questions! First of all, I would like to introduce the supervision and law enforcement situation of the province's market supervision system since the implementation of the "Plastic ban Provisions" on December 1, 2020. In the past four years, the province's market supervision system has focused on the construction of the national ecological civilization pilot zone, organized a series of special law enforcement actions such as "Iron Fist Action" and "special action to ban plastic products in storage", severely cracked down on the production, storage, transportation, sales and use of disposable non-degradable plastic products, and investigated and handled 20,048 cases of "plastic ban". The fines were 23.918,100 yuan, and 86,544,800 contraband plastic products were seized. At the same time, we have built the only national Key laboratory for Market Supervision of "Quality and Safety Evaluation and Research of degradable Materials" in China, and have taken the lead in compiling and releasing a series of local standards for biodegradable plastics in the country, focusing on cracking the detection problems of degradable materials. The new "Regulations", which will be implemented on December 1, have made new provisions and put forward new requirements for the work responsibilities of market supervision departments. As for the new Regulations, we will implement them in three aspects. First, fully grasp the new requirements. In view of the content of the adjustment of the new "Regulations", the province organized systematic law enforcement personnel to study comprehensively and deeply, and invited legal experts and industry experts to interpret the provisions of the regulations, to ensure that law enforcement personnel accurately understand and master the new regulations and new requirements, and to improve the professionalism and accuracy of law enforcement. Second, we will strengthen law enforcement across the entire chain. Take the initiative to closely cooperate with ecology, commerce, transportation and other departments to form a law enforcement force, implement the "whole chain" supervision and law enforcement of prohibited plastic products, especially with relevant departments to strengthen law enforcement efforts in key areas of off-island import transportation and storage, and strive to guard the "entry of prohibited plastic products into the island." In the course of law enforcement, we will strictly punish and jointly punish those who violate laws and regulations with malicious intent, egregious circumstances or serious consequences, and will never tolerate them. For some minor "plastic ban" violations, explore and implement simple law enforcement procedures to improve the timeliness and efficiency of law enforcement. At the same time, promote the use of rapid detection equipment and technology, improve the efficiency and accuracy of on-site detection, and provide strong technical support for law enforcement. Third, promote social co-governance. At present, we are adjusting the reward mechanism for reporting major violations of the "plastic ban" category, simplifying the procedure for issuing rewards for reporting, increasing public participation, and giving play to the role of public supervision. At the same time, we will publicize the new "plastic ban" provisions and law enforcement effectiveness through multiple channels and dimensions, improve the public's awareness and understanding of the "plastic ban" work, guide the public to consciously resist the use of disposable non-degradable plastic products, and form a good atmosphere for the whole society to participate in the "plastic ban".
