
On March 12th, the Fourth Session of the 14th National People's Congress voted to pass the Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China. The outline consists of 18 chapters and mentions emerging and future industries such as new energy, new energy vehicles, robots, bio-manufacturing, high-end equipment, aerospace, quantum technology, hydrogen energy and nuclear fusion energy, brain-computer interfaces, and embodied intelligence in many places.

It is worth noting that the Outline explicitly mentions several specific new materials categories, including bio-based materials, biomanufacturing, and bioenergy. This is the first time that bio-based materials have been included in the national five-year plan outline.

Chapter Four: Optimizing and Upgrading Traditional Industries
01 High-end New Materials
Accelerate breakthroughs in high-end special steel, high-quality high-temperature alloys, ultra-high-purity metals, advanced ceramics, high-purity quartz materials, bio-based materials, advanced polymer materials, high-performance fibers and composite materials, and structural-functional integrated materials. Promote quality improvement and upgrading of rare earth functional materials, rare metals, super-hard materials, and lightweight high-strength alloys. Strengthen research and application of frontier materials such as superconducting materials and metamaterials.

Chapter Five: Cultivating and Strengthening Emerging and Future Industries
Accelerate the development of strategic emerging industries such as new-generation information technology, new energy, new materials, intelligent connected new energy vehicles, robots, biomedicine, high-end equipment, aerospace, etc. Target the key areas that will lead future development, establish a full-chain cultivation system for future industries, and promote quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interface, embodied intelligence, and the sixth-generation mobile communication to become new growth points.
03 Biomanufacturing
Breakthrough key technologies such as enzyme preparations, intelligent design of biological genetic materials, and intelligent fermentation, and promote the application of technological innovations in biotechnology breeding, biocatalysis, biomedicine, and bioenergy. Accelerate the research and application of cell and gene therapy drugs, antibody drugs, nucleic acid drugs, and radioactive drugs, and enhance the capacity for emergency vaccine and drug research and production.
Chapter 50 Accelerating the Formation of Green Production and Lifestyle
Encourage the public to save water and electricity, oppose extravagance and waste, promote the "No Waste Plate" campaign, resist excessive packaging, reduce the use of disposable items, accelerate the development of "bamboo replacing plastic", and prioritize the use of green transportation methods. Encourage enterprises to improve their green design and manufacturing capabilities, and reduce energy and resource consumption and environmental impacts throughout the product lifecycle. Enhance the level of garbage classification and resource utilization. Improve the green consumption incentive mechanism, expand the scope and scale of green product procurement in government purchases.
