It focuses on promoting the green transformation of express packaging, reducing carbon emissions in the green transportation process, enhancing the level of green financial services, accelerating energy conservation and carbon reduction in production methods, and adding new highlights to the high-quality development of China Post.
The group company has proposed to further advance the green transformation of express delivery packaging.
Strengthen green construction - Focus on source control, promote the improvement of the green procurement directory; intensify the management of plastic pollution, consolidate the effectiveness of plastic pollution control efforts; continuously conduct inspections on the packaging materials of mail and express items, and ensure that no packaging bags containing excessive heavy metals or specific substances are used. By the end of 2026, the proportion of purchasing and using packaging materials that meet standards will increase to 93%.
Promote reduction actions - Strictly implement the mandatory national standard "Requirements for Limiting Excessive Packaging of Express Delivery", promote the application of integrated packaging for e-commerce and express delivery, and the use of tape-free cartons, etc.; Optimize and improve the packaging guidelines used by frontline staff, and enhance the standardization level of packaging operations. By the end of 2026, the rate of e-commerce express packages without secondary packaging will reach 93%, and the proportion of standardized packaging operations will reach 93%.
Strengthen the foundation of circularity - Accelerate the large-scale application of circular packaging for express deliveries, expand the geographical scope and scale of its application; Promote the construction of delivery order platforms, optimize and improve the reward and restraint mechanisms such as online points rewards and green credit; Promote the action of recycling and reusing corrugated boxes, increase the scale of reusing old paper boxes; Focus on reducing carbon emissions at each stage of "collection, transportation and delivery", continuously increase the application proportion of recyclable transfer containers. By the end of 2026, achieve a 12% proportion of recyclable packaging for same-city express deliveries, recycle and reuse 92.7 million corrugated boxes, and the proportion of recyclable transfer bags used within the province reaching 95%.
Promote "Replacing Plastic with Bamboo" - Incorporate "replacing plastic with bamboo" products into the green product procurement catalogue of China Post; conduct pilot promotion and application of bamboo fiber fully biodegradable express packaging bags in some provincial branches; for the developed products such as bamboo-based biodegradable film bags, bamboo pallets, and bamboo sealing straps, further optimize and improve product performance, and at the same time assist in the formulation and revision of national standards, providing technical support for the promotion and application.
In terms of continuously improving the level of green transportation, the group company proposed to promote the use of new energy and clean energy vehicles; to promote multimodal transportation, continuously optimize the transportation organization model for mail and express items, and promote carbon reduction models such as "unmanned vehicles + mail and express items", "air-rail transportation", "railway + express delivery", and "transportation + mail and express items"; to improve the information system and intelligent optimization algorithms, achieve matching of capabilities and continuously enhance transportation efficiency.
The group company has proposed that it will vigorously enhance the capacity for green financial services, enrich and innovate financial products and services, focus on implementing the "five major financial projects", fully utilize and make good use of structural monetary policy tools such as carbon emission reduction support tools, and promote the establishment of green financial specialized institutions; accelerate the innovation of green inclusive finance and climate-friendly products, enrich the supply of green products; increase credit support and investment in green development and low-carbon transformation, provide risk guarantee solutions for relevant fields of the comprehensive green transformation of the economy and society; continue to enrich electronic financial service scenarios, promote the coordinated development of green finance and technology finance, digital finance, strengthen the application of digital technologies, and promote the construction of green data centers.
The group company also proposed that it would actively and steadily promote energy conservation and carbon reduction, continuously advance the construction of green parks, green mail processing centers, and green outlets, promote the construction of rooftop photovoltaic systems at postal enterprise sites, popularize intelligent sorting, intelligent security inspection and other facilities and equipment, and promote the application of unmanned vehicles, unmanned aircraft, and unmanned warehouses; improve the carbon emission statistics and accounting system, collect carbon emission data, conduct research on methods for calculating the reduction of mail carbon footprints; continuously build energy-saving government agencies, adopt multiple measures to enhance the level of green office; continuously carry out afforestation actions, with a focus on promoting the "Postal Expressional Greening in the Three Norths" postal demonstration forest public welfare project.
