On March 5th, Premier Li Qiang of the State Council, while presenting this year's government work report, proposed that efforts should be accelerated to promote a comprehensive green transformation. Guided by carbon peak and carbon neutrality, measures should be taken to jointly reduce carbon emissions, mitigate pollution, expand greenery and promote growth, thereby enhancing the momentum for green development.
Strengthen comprehensive ecological environment governance. Intensify the battles for protecting the blue sky, clean water, and pure soil. Develop and implement an action plan for continuous improvement of air quality, promote the treatment of black and odorous water bodies in towns and rural areas, and strengthen risk control of contaminated soil in key industries. Enhance the management of new pollutants and implement a comprehensive action for solid waste treatment. Improve the diversified ecological compensation mechanism and expand channels for realizing the value of ecological products. Strengthen biodiversity protection and implement the ten-year fishing ban in the Yangtze River. Adhere to integrated protection of mountains, waters, forests, fields, lakes, grasslands, and sands, carry out the integration and optimization of nature reserves, promote the construction of national parks, and actively advance the "Three North" project campaign. Make the mountains around people's homes greener and the water clearer.
Vigorously develop a green and low-carbon economy. Improve policies to promote green and low-carbon development, implement actions to enhance the quality, reduce costs and cut carbon emissions in key industries, and further promote the construction of zero-carbon parks and factories. Establish a national low-carbon transformation fund, and cultivate new growth points such as hydrogen energy and green fuels. Effectively control high-energy-consuming and high-emission projects, accelerate the elimination of backward production capacity, and support the innovation and application of green and low-carbon technologies and equipment. Improve the total resource management system and the comprehensive conservation system, and strengthen the recycling of renewable resources.
Actively and steadily promote carbon peak and carbon neutrality. Implement a dual control system for carbon emissions (both total and intensity), improve the carbon emission statistics and accounting system, and the carbon footprint management system, and further expand the coverage of the carbon emission trading market. Develop an energy power construction planning outline. Focus on building a new type of power system, accelerate the construction of smart grids, develop new types of energy storage, and expand the application of green electricity. Strengthen the clean and efficient utilization of fossil energy.
