On March 24, 2025, the Report on the Implementation of China's Fiscal Policy in 2024, released by the Ministry of Finance, comprehensively reviewed the effectiveness of the implementation of fiscal policies in the past year, and also made a clear outlook on the direction of fiscal policies in 2025.

2024: Promoting social development in multiple dimensions

Carbon peak carbon neutrality and steady progress

In 2024, the Ministry of Finance will study the construction of a fiscal and tax system that is compatible with the "double carbon" goal, increase capital investment through multiple channels, and continue to help the low-carbon transformation of key industries and the consolidation and improvement of carbon sink capacity. Set up a special fund for the disposal of waste electrical and electronic products, a total of 7.5 billion yuan in 2024, to promote more than 90 million waste electrical and electronic products to achieve standardized and environmentally friendly dismantling. At the same time, we will give full play to the guiding role of government investment funds such as the National Green Development Fund, and attract private capital to increase investment in key areas such as clean energy and green transportation. In terms of market mechanism construction, we will accelerate the construction of a national carbon market and promote the flow of production factors to green and low-carbon fields.

Support a comprehensive green transformation

In the government procurement process, the priority and compulsory procurement policies of energy-saving products and environmental labeling products are strictly implemented, and the scale of government procurement of energy-saving and environmental protection products accounts for nearly 85% of the scale of procurement of similar products. The number of cities that support the implementation of green building materials to promote the improvement of building quality has expanded from 51 cities (municipal districts) to 101 cities (municipal districts), and the types of green building materials products have also increased from 75 to 108, effectively leading the green and low-carbon transformation of the construction industry.

We made solid progress in rural development and governance

Promote the green development of agriculture, and support the use and promotion of thickened high-strength mulching film and fully biodegradable mulching film, as well as the comprehensive utilization of crop straw. We will guide local governments to upgrade rural toilets according to actual conditions and improve the living environment in rural areas. We will increase investment in water conservancy infrastructure, give priority to improving small and medium-sized rivers and key mountain flood channels and small water diversion projects, and gradually improve the system of flood control projects in river basins. In addition, we will further promote comprehensive rural reform, implement the policy of fiscal awards and subsidies for the construction of rural public welfare undertakings, and implement the system of guaranteeing the operating funds of village-level organizations with financial input as the main part.

2025: Actively act to meet the end of the "14th Five-Year Plan"

We will deepen the development of compensation mechanisms for horizontal ecological protection, and improve systems for paid use and trading of pollutant discharge rights and management of compensation funds for ecological and environmental damage. We will continue to carry out ecological protection and restoration work, help fight for blue sky, clear water, and clean land, and achieve important results in the landmark battle of the "Three North" project. We will steadily promote carbon neutrality, support the research and development and promotion of advanced green and low-carbon technologies, promote green and low-carbon transformation in key industries, vigorously support the development of renewable energy, and continue to promote new energy vehicles.
